The Richmond Sanitary District Board of Commissioners voted March 24 to approve Resolution 1‑2026, reallocating funds previously set aside for capital improvements including high-rate treatment design, return-activated sludge pumps, rectangular primary clarifier rehabilitation and biosolids work.
At a public hearing before the vote, a staff member summarized the requested appropriations by fund: $3,287,160 from a sewer utility account and $65,240 from a storm account for the high-rate treatment project, plus additional reappropriations for RAS pumps and clarifier rehabilitation. "These funds were earmarked in the past for future use, but they are available, and we've been saving those," the staff member said while outlining project line items and account numbers.
No members of the public rose to speak during the hearing; the board closed the public comment period and approved the resolution by voice vote.
The board's action authorizes staff to begin design and to apply the district's capital improvement fund balances to the listed projects. The staff member said the district prefers to fund certain biosolids projects from sewer-utility rather than stormwater accounts and noted that if stormwater projects later need funds, the board would revisit allocations.
The board did not state a separate timeline for design or construction in the meeting record. The matter will proceed to management for project planning and implementation steps.
