A staff member said Richmond Landfill accepted 25,206.28 tons from the district's trucks in 2025 at $36.41 per ton plus a $1-per‑ton state fee, totaling $942,966.93; an additional 153.55 tons collected by code enforcement generated $5,744.31, for a combined total of $948,711.24. "That totaled $942,966.93," the staff member said when reading the figures to the board.
Board members queried whether the reimbursement is properly characterized as a 2026 action based on 2025 activity and whether the item required public advertisement or a budget appropriation. One member suggested tabling the item until accounting and advertising questions could be resolved; another noted that 2026 budget changes had shifted code enforcement funding toward grants, complicating prior internal arrangements.
The board agreed to seek clarification from staff and table further action on Resolution 2‑2026 to the next meeting rather than vote at the March 24 session.
Staff said they will return with clarified accounting and any required advertisement or ordinance language.
