The Richmond Sanitary District approved Resolution 3‑2026 on March 24, authorizing reimbursement to the sewer utility for treatment of leachate the Richmond Landfill reported discharging into the sanitary sewer.
A staff member told the board that landfill reporting to IDEM showed 14,000,870,183 gallons of leachate in 2025. Charges are calculated using the district's sewer ordinance method — a monthly meter charge for a 6‑inch meter plus $6.31 per 1,000 gallons for treatment — and the staff member read the resulting totals and recommended the reimbursement reflected in Resolution 3‑2026. "Resolution number 32026 reflects this reimbursement to the sewer utility fund from the landfill fund," the staff member said.
The board moved and seconded a recommendation to approve the resolution and voted by voice to adopt it.
The approval directs laundry of the recorded charges to the sewer-utility fund; staff did not provide a separate implementation schedule in the meeting record.
