Judiciary Committee approves SF 4537 to expand expedited eviction for assaults on landlords and staff

Senator Seaburger presented SF 4537 (as amended) to expand the circumstances in which a landlord may seek an expedited eviction hearing if a tenant seriously endangers the safety of others or assaults a landlord, the landlord's employee, or a contractor.

Joe Bagnoli, representing the Twin Cities Housing Alliance, said members reported serious assaults on property managers and staff that could warrant quicker court action. Ron Elwood of Legal Aid said his organization worked with proponents to narrow language and believes the amendment balances the need for staff safety while guarding against overly broad eviction powers.

Melissa Taphorn (Washington County HRA) described multiple incidents affecting HRA staff and contractors and said expediting eviction in these cases helps maintain safe housing operations. Committee members debated scope; some asked why the language did not include guests or delivery drivers. Supporters said narrowing to landlords and staff reduces the risk the provision could be misused to evict victims or to be applied in domestic‑violence contexts without proper safeguards.

The committee adopted the A2 author's amendment, debated penalty and burden issues, and recommended the bill be sent to the senate floor by voice vote.
