Representative Cagle introduced H.F. 3694 on March 25, a bill to allow tow trucks to use rooftop variable message signs (VMS) that display preprogrammed safety prompts such as 'move left,' 'move right' or 'slow down.'
"This technology is used in many states...it is a permissible use here in Minnesota," Christine Zimmer, of Zimmer Consulting, testified. She said AAA data show drivers were 95% more likely to move over when vehicle‑mounted variable message signs were in use, and that the signs are visible from thousands of feet and legible at distance, giving motorists time to react.
Zimmer said the display messages are restricted to safety prompts and cannot show non‑safety content; she said the Professional Towing Association supports the optional measure and that MnDOT and the Department of Public Safety have been consulted.
The committee moved H.F. 3694 to the general register by voice vote.
