Speaker Arch introduced LB905 as a technical and clarifying measure to implement cleanup from last session’s omnibus reorganization (LB346). The bill removes obsolete boards, transfers duties to other state entities and clarifies appointment terms for members of boards that absorbed duties.
Several senators used the general‑file debate to press for detail. Senator Mikaela Kavanaugh raised questions about who would represent potato growers on the commodities board if the Nebraska Potato Development Committee were eliminated, and whether inspection fees and fee-setting authority would change without the committee's input. Speaker Arch and other senators said they would follow up between general and select file to resolve those operational questions (Senator Kavanaugh; Speaker Arch).
Senators also discussed the rural broadband task force that will terminate on 07/01/2026; Senator DeBoer and others noted that mapping and BEAD federal funding developments had changed the context for the task force and that the task force’s work might be revisited later depending on BEAD outcomes. Senator Conrad and others asked where climate‑related committee duties now reside; Speaker Arch said drought-monitoring responsibilities are now accessible via U.S. Drought Monitor resources and other executive offices.
AM2149 (setting four‑year terms for certain board appointees) was adopted (42 ayes), and LB905 advanced to E & R initial (38 ayes). Sponsors said the bill would take effect consistent with the prior law’s termination dates and asked senators to confer on unresolved questions before select file.
Next steps: Sponsors will work with affected stakeholders (ag producers, the Nebraska Children's Commission, broadband office and agency directors) between general and select file to clarify implementation details and fee authorities.
