Keith Bybee, Division Manager of Budget Policy Analysis, briefed the committee on a trailer to House Concurrent Resolution 30. Bybee said HCR 30 would authorize the legislature to contract for services to oversee the implementation of Medicaid managed care and described prior legislative actions that set the state on a path to managed care.
The request was for a $200,000 current‑year supplemental from the general fund with carryover authority to implement the consultant contract for the legislative Medicaid review panel. Senator Winthrop and other members expressed concern that the request duplicated existing consultant work and added cost in a tight budget year; he opposed additional spending that might overlap with an existing department consultant.
Proponents said the legislature requires independent review capacity and additional oversight for a large and complex transition. After debate, the joint committee approved the $200,000 appropriation and will carry a do‑pass recommendation.
Bybee said the appropriation includes re‑appropriation authority into FY2027 so the legislature’s contractor can complete the work.
