Angola council approves road-grant transfer and Pokagon Utility change order after federal-wage questions

Angola City’s Common Council on March 16 approved a resolution transferring cash into the local road-and-bridge matching grant fund and moved to accept Change Order No. 1 for the Pokagon Utility Project Division 3.

Council member Coffey asked whether the wage adjustments in the change order were state- or federally required. “So the wage changes—was that state required or how the wage change occurred?” Coffey asked. Staff replied that the project is subject to federal wage rules: “It’s the federal… so it’s a federal wage project,” a staff member said, explaining that similar adjustments had already been applied to the earlier divisions and are now applied to Division 3 because work has begun there.

Council members expressed no further objection and approved both the grant transfer (Resolution No. 2026900) and the change order by voice vote.

Why it matters: the change order implements federally required wage adjustments for the ongoing utility work, which affects contractor costs and project budgeting. The grant transfer secures matching funds intended to support local road projects.

What’s next: staff will proceed with the Division 3 work under the updated wage terms and apply the transferred matching funds as authorized.
