On first reading, Angola City’s Common Council approved an amendment to the employee handbook that would withhold payout of unused paid time off (PTO) from employees who leave before completing one year of service.
Sue (S11), presenting the amendment, told council: "If there is somebody that doesn't stay here for at least a year with us and they have any unused PTO time, we choose not to pay that out on their last check." Council members discussed whether the policy language sounded punitive and debated possible alternatives; one councilor argued supervisors need accrued time to manage staffing and suggested the city consider different wording, while others said the policy is straightforward and easily understood.
Sue said the city still grants PTO at hire but seeks to prevent short-term hires from receiving payout if they leave prematurely; she noted vacation accrual and other benefit rules remain in effect. After discussion, a motion to approve the proposed amendment passed by voice vote.
