Staff updated the commission that Planning Director David Hittle is preparing Unified Development Ordinance updates focused on small‑business relief and that outreach with businesses is underway; staff expect the UDO changes to move forward in early fall. Jane Coopersmith said the effort is led by planning and that the EDC can support the outreach and connect with businesses that struggled to start in Bloomington due to permitting requirements.
Coopersmith also noted an ongoing permitting audit and said the county is moving to the same permitting and licensing system that the city uses, which staff expect will improve efficiency and transparency.
On staffing, staff reported the special projects manager recruitment received about 103 applicants and the assistant director for the arts position drew about 53 applicants. Positions are full-time and recruitment continues.
Commissioners agreed to coordinate outreach—inviting Planning Director David Hittle to a future meeting and to follow up with the county assessor where appropriate.
