The Richmond Redevelopment Commission approved its Dec. 31, 2025, Jan. 31, 2026, and Feb. 28, 2026 financial statements on March 17 and voted to deobligate several specific line items, the chair said. The actions were taken by voice vote after staff presented the monthly packets.
Beth, a staff member who led the finance briefing, recommended deobligating $8,312 from Resolution 12/20/25 after the street-sweeper purchase came in under budget, saying, "the street sweeper was acquired by the street department, and that did come in under budget" and recommending the deobligation. The commission moved, seconded and approved that deobligation by voice vote.
On January items, Beth said the city received an unexpected INDOT refund related to Loop Phase 2 and recommended deobligating the refunded amount because the project is closed. In her presentation she stated the refund amount as "$4,008.84" and later asked for a motion to deobligate "the $4,884.44"; the commission approved the deobligation in the motion as recorded in the meeting transcript. The record therefore contains inconsistent figures for that refund; minutes or staff accounting should be checked to confirm the correct amount.
Beth also recommended deobligating $83.90 from the code-enforcement demolition line and the commission approved that motion.
The report included notes on bond obligations that will carry into 2026 and an available balance for new projects: staff reported $2,040,552.66 available for new projects in Allocation Area 1 at year end and later summarized updated totals and earmarks across funds, including an increase to Richmond Community Schools capital commitments. Beth told the commission staff "may use that funding now" when asked whether expected TIF income could be spent before receipt, and cautioned that eligible technology expenditures are governed by Indiana Code whether the city pursues recertification.
Commissioners asked for the relevant Indiana Code language and suggested a work session to align ongoing downtown and revitalization projects with code-eligible expenditures; Beth said she would resend the citation and noted the certified technology park boundary is limited to the industrial park.
The commission took voice votes to approve each monthly financial statement after discussion. The meeting record shows standard motions and voice approvals for the December, January and February financial statements.
