LFO explained the measure would modify Oregon’s public meetings law, expand mandatory training requirements administered by the Oregon Government Ethics Commission (OGEC), and authorize OGEC to impose civil penalties on public bodies (rather than individual public officials) for violations tied to administrative errors. The -A3 amendment appropriates $325,950 General Fund to OGEC to implement the measure; LFO recommended adoption.
Committee members generally expressed support while noting the bill may require additional fine‑tuning as it is implemented. One member told the committee: "I think this is a really important bill because we do need to help out our local governments," and said the measure may need further work in the future but that they would vote yes. Representative Smith thanked OGEC staff for professionalism in recent interactions.
