The Hanford Planning Commission voted unanimously to approve a conditional use permit to allow a massage therapy business at 804 North Erwin Street, Unit C.
City planning staff told commissioners the property is designated office-residential and that massage therapy businesses are permitted in the OR zone with a conditional use permit. Staff said the suite will include a front desk, waiting area and a single treatment room, that the building was constructed around 1968 and is a legally existing nonconforming structure for setbacks, and that the project is categorically exempt from further CEQA review under Guideline section 15301 (existing facilities). Staff recommended adoption of Resolution 2026-04 approving Conditional Use Permit 0058-26.
Applicant Jonathan Querley Moore of Hanford said he relocated an existing massage business to the Erwin Street suite and sought the planning permit while renewing his business license. "I complied as best as I can," he told the commission, describing business hours (Tuesdays–Fridays 10 a.m.–6 p.m.; Saturdays by appointment) and sanitizing procedures between sessions.
Commissioner Nelson moved and Commissioner Norris seconded adoption of Resolution 2026-04 to approve CUP 0058-26; the motion passed on a roll-call vote of 5-0. The commission closed public input after hearing from the applicant and there were no speakers opposed.
Staff noted conditions of approval will include compliance with Chapter 8.28 of the Hanford Municipal Code and applicable California Building Code (including ADA access at the front desk).
