Representatives Garcia and Wilford asked the committee to adopt House Bill 12-60 to delay implementation of four CCAP provisions (enrollment-based payments, prospective payments, targeted grants/contracts and a 7% family copay cap) from Aug. 1, 2026 to Aug. 1, 2028 to align with a federal waiver and the state’s budget reality.
"House Bill 12-60 allows the Colorado Department of Early Childhood to remain flexible to the state's current budget reality and build towards a long term funding solution for CCAP," Representative Garcia told the panel, noting that providers and counties had asked for alignment with a federal waiver.
Provider witnesses warned of program strain: Pamela Harris of Mile High Early Learning said CCAP freezes had reduced enrollment and closed a center; the department supported moving the implementation date and asked to replace a proposed county administrative cap with reporting. Stakeholders told the committee that delaying implementation would avoid exacerbating county freezes and wait lists.
The sponsors offered amendment L001 to strike the 5% county administrative cap and require counties to report administrative spending; the committee adopted L001. The bill was advanced to the Committee on Appropriations by an 11–0 recorded vote (2 excused). Sponsors said they preferred to preserve the statutory policy choices but align implementation to available funding and federal permissions.
The bill now goes to the Appropriations Committee for fiscal consideration.
