Guzman told the council that requests for paid family and medical leave (PFML) have increased because more employees are eligible and that the city uses a third‑party vendor to verify requests and documentation. She said some employees decline PFML because the leave does not count toward pension credits.
City Administrator Heidi Nelson reported a spike in passport demand, noting January 2026 was the highest volume month on record. Councilmembers asked staff to research financial and operational implications before expanding passport services; Nelson said staff will follow up with comparisons to other counties and with cost‑benefit data.
Council discussion emphasized improving internal and external communications so staff accomplishments are more visible and enhancing supervisor effectiveness as part of workforce retention.
