The Iowa House of Representatives adopted a resolution recognizing Representative Jennifer Conferst of Windsor Heights as the 2026 recipient of the Herbert Hoover Uncommon Public Service Award. Representative Kaufman presented the resolution and moved its adoption; the House voted by voice and the chair declared the resolution adopted.
Kaufman introduced the award and the resolution, describing the prize as honoring "uncommon public service" and citing Conferst's work across party lines and her community involvement. "This year's recipient exemplifies leadership, integrity, and dedication in her service to House District 32 and the people of Iowa," Kaufman said.
The resolution text recited the Hoover award's purpose and history, noting the Herbert Hoover Presidential Library Association presents the award annually to one member of the Iowa House and one member of the Iowa Senate for service that reflects Hoover's humanitarian legacy. The resolution recognized Conferst's civic engagement, work with local schools and students, bipartisan efforts and academic role.
Representative Jennifer Conferst accepted the honor and thanked colleagues. In her remarks she said, "2 things can be true. And I believe very strongly that you can fight like heck for the things you care about and still see the humanity and the people you're fighting with and working with." She also reflected on bipartisan cooperation and on mentoring students.
Representative Kaufman formally moved the resolution. The chair called for the voice vote: "All those in favor shall say 'aye.'" The chair declared, "The ayes do have it," and announced that the resolution is adopted. There was no roll-call tally recorded in the transcript; the adoption was recorded as a voice vote.
After the adoption and Conferst's remarks, the House heard several brief announcements and then recessed until 12:00 PM on Kaufman's motion.
The resolution and Conferst's remarks were ceremonial but recorded as formal House business when the House moved and adopted the resolution on the floor.
