The Brooke County Commission on March 17 unanimously approved the purchase of a 2026 Type I ambulance from Penn Care for $214,450 after briefly tabling the decision for staff review.
Commissioner Stacey Hukill Wise moved to approve the March 10, 2026 minutes and the motion passed. The commission opened a sealed bid for a Type I ambulance; the only bid received was from Penn Care for $214,450. Commissioner Thomas R. Diserio moved to table the award so Director Greg Moore could review the bid package. Before the meeting ended, Director Moore signaled support for the purchase and the commission moved to accept Penn Care’s bid for a 2026 Medix RP90ES built on a Ford F‑350 4x4 with a 6.7L diesel engine and liquid spring suspension.
The commission also approved personnel actions for emergency communications. At the request of 911 Director Christina White, the board approved hiring Dylan Wilson as a full‑time employee and Natalie Prunty as a part‑time employee for the 911 center, both contingent on drug screening and background checks and with a start date of April 1, 2026.
Funding items on the agenda included approval of BHJ ARPA Project #3 Draw #16 in the amount of $24,613.93 for the Washington Pike Tank Project; an All‑County Fire Protection Fund payment of $4,880.21 to Beech Bottom Volunteer Fire Department to pay for 10 pagers and a cradle; and an in‑house budget transfer of $487.75 for the County Clerk. Commissioners also approved the routine invoices and vouchers listed in the meeting record covering multiple county funds.
On emergency planning, the commission approved a request from Michael Bolen (vice‑chair, LEPC) to merge Brooke County’s Local Emergency Planning Committee with Hancock County’s LEPC, noting the county’s LEPC has been inactive for several years. The commission recorded a number of additional agenda items as tabled or pending, including policies and procedures related to animal quarantine, several board vacancies and appointments (senior citizen board, library board, BHJ board, local emergency board, business development board, Brooke County Authority Board), a purchase agreement concerning 840 Charles Street in Wellsburg, and a vacancy for a commissioner seat in the Follansbee District.
The meeting record also lists opioid fund requests and other funding requests submitted to the commission; amounts and requestors were recorded in the minutes but no formal award decisions for those requests were reported at the March 17 meeting.
The commission entered executive session from 1:26 p.m. to 1:57 p.m. to discuss matters described as potentially legal in nature; the public minutes do not expand on the substance of the executive session. The meeting was adjourned following completion of business.
