Assemblymember Wilson presented AB 16 08 as a measure to give the Office of Inspector General additional staffing and contracting authority and to require publication of IG reports, subject to narrowly tailored withholding for substantial and articulable risks to the project or state operations.
Ben Bell, the inspector general for the California High‑Speed Rail project, told the committee that his office needs classification and procurement authority to hire specialized staff and complete reviews; he said the authority plans could expand and the IG is reviewing procurement and the draft business plan. Bell asked for the committee’s support to resolve hiring and purchasing limitations.
Dani Cando Kaiser, speaking on behalf of the First Amendment Coalition, said amendments narrowed withholding provisions and require explanation and time limits for redactions, making the bill a model balance between confidentiality and public access. Committee members asked follow-up questions about what constitutes "substantial and articulable risk." The bill passed to the Committee on Judiciary.
