The Senate Appropriations Committee gave House Bill 2127 a due‑pass recommendation after considering an omnibus package that would create or modify more than 20 specialty license plates and the associated funds for nonprofit beneficiaries.
Sponsor staff explained the bill originally created a Bronze Star plate and was amended in the House into a larger omnibus. Senator Kavanaugh offered and the committee adopted an amendment to remove a duplicated Grand Canyon preservation plate. Supporters, including Jim Mooney (speaker 31) and Elizabeth Silks of Grand Canyon Conservancy (speaker 33), said specialty plates allow nonprofits to raise revenue to support causes such as park preservation and distracted‑driving awareness at no direct cost to the general fund.
Several senators, however, expressed unease about omnibus plate bills because some listed nonprofits were not easily identifiable in public records; Senator Epstein (speaker 8) asked whether groups exist and who would receive the proceeds. The committee advanced the bill as amended by a 7–3 vote and asked staff and sponsors to clarify recipients before floor consideration.
