Goshen — At a March 23 public hearing, a city presenter reviewed Goshen’s proposed Community Development Block Grant (CDBG) annual action plan for program year 2026 and opened a 30-day public comment period running March 16–April 14.
Teresa, the staff presenter, told council that priorities come from the city’s five-year consolidated plan and that housing opportunities were identified as the greatest need, followed by access to services and neighborhood revitalization. Proposed uses listed in the packet include public-service grants, owner-occupied rehabilitation, solar improvements to 19 affordable multi-family units, homeownership counseling and administration and planning.
"This year's proposed total budget is estimated at $361,890," Teresa said, explaining the figure is a 10-year average because HUD had not yet released Goshen’s final allocation. She said HUD’s allocation was expected on April 4 and that staff would adjust the plan up or down by an even percentage across budget line items to match the final entitlement without holding a second public hearing for that prorated adjustment.
Teresa also reported that about 28% of the 2025 budget had been spent to date and that the program had benefited more than 1,000 low- and moderate-income residents so far. Council confirmed no formal action was required while the public comment period remains open; staff will return with final amounts and any required adjustments after HUD posts the allocation.
The plan is available for review at the city's office and online on the city's CDBG webpage; residents with questions or comments were invited to submit them through the end of the comment period on April 14.
