Staff member said the city had not received a police report for the incident, calling the absence "frustrating." "There was no report filed," staff said, and added that without a police report insurance carriers typically lack the information needed to pursue third-party recovery. Committee members asked whether the city could still file a report on behalf of the memorial; staff said the city could do so and recommended trying to start the insurance claim process.
A committee member asked how many times the installation had been struck; staff replied, "This is probably the fifth time." Members discussed whether the incidents appeared accidental or avoidable, and staff noted most incidents occurred at night and some involved drivers who were likely impaired.
To reduce recurrent strikes, committee members and staff discussed street interventions coordinated with Public Works. Staff said public works and the parks director are advocating for a raised speed table ahead of the curve near the school to give drivers more opportunity to slow before the sculpture. Staff described the measure as one of several tactical interventions that would need to be routed through the capital improvement program and coordinated with pedestrian-safety requests.
Members also discussed repositioning protective boulders, consulting the original landscape architect and the contractor that previously did more intensive repairs. Staff said Maine StoneScapes (listed in the materials) had submitted a lower-priced bid previously and could be asked to estimate costs to either straighten the column or reposition protective elements.
The committee asked staff to pursue a police report, to check insurance options, and to coordinate with Public Works on the potential speed table; the Chair suggested the committee prepare a letter expressing support for traffic-calming interventions to accompany staff requests.
