The War Acres City Council voted March 17 to approve a proposed update to Pafford EMS’s published billing rates after the provider explained the membership and billing model to the council.
Jason Weimer, director of operations for Pafford Western Oklahoma, described the program as a readiness retainer paid partly through a membership fee charged on city utility bills so ambulances are based in the city. He said the rate change aligns published rates to state‑approved Medicare multiples (the state previously set allowable published rates), and that the change does not increase the city’s subsidy but does align the billable rates Pafford may charge insurance companies. He emphasized that an individual’s out‑of‑pocket bill still depends on their insurance and Medicare rules.
Councilmembers asked whether approving the published rates was mandatory; staff said Pafford’s contractual arrangement requires council approval of the city’s published rates for charging local residents. After discussion the council moved and approved the rate adjustment.
What’s next: Pafford will publish the updated billing rates and continue operating under its agreement with the city. Staff said outreach and explanations to residents will continue so customers understand membership and how insurance affects final bills.
