Representative Witte presented House File 38‑26, describing it as a BCA policy bill to give investigators additional tools to fight financial crimes and fraud in Minnesota.
Drew Evans, superintendent of the Minnesota Bureau of Criminal Apprehension, told the committee the bill would expand identity‑theft definitions to cover AI‑generated identities, extend the statute of limitations for certain financial crimes to seven years and clarify that the limitations period runs from discovery. He also said the engrossed language expands subpoena authority for the attorney general and county attorneys to access records needed to investigate complex frauds.
Members asked procedural and referral questions; Representative Witte said the bill will also be reviewed in Public Safety to resolve a detail and then come back through Judiciary. The committee referred HF 38‑26 to the Judiciary Committee by voice vote.
