City staff told the council that earlier legislative language that would have abolished Fishers’ rental registration program and rental cap was modified. Staff said the city will be able to enforce the cap only through Jan. 1, 2028, but the registration program and inspection aspects will continue beyond that date.
A council member argued the registry alone is valuable because it provides contact information for property owners and helps with code enforcement and utility billing. "At bare minimum, having a rental registry is still a positive thing for the community," the council member said, adding that opponents they spoke with in lobbying had no objection to a registry.
Staff confirmed they will proceed with the registration program and will continue to seek legislative changes in future sessions to restore cap privileges if possible. The council asked staff to ensure the registration program continues to collect accurate owner contact information for maintenance and enforcement purposes.
