Senate committee advances site-governed schools cleanup bill after advocates describe benefits for local innovation

Senator Abler told the Senate Education Policy Committee that Senate File 4453 is a technical cleanup intended to make an existing site-governed school option actually usable for districts and teachers. "It's cost neutral," the author said, describing the bill as a way to unlock local innovation without undermining district accountability.

Marcus Penny of Education Evolving testified the law clarifies the process for a district school to become site governed, spells out the items required in a durable site-governed agreement and includes dispute-resolution and school performance expectations. "This is a cleanup bill so educators can unlock tools for innovation," Penny said.

Dr. George Nolan, principal at Gatewood Elementary, described the school's outdoor-learning and international-baccalaureate model and said site-governed status would reinforce a local instructional framework that has produced measurable gains. Committee members asked questions and adopted an A1 amendment; the bill was laid over for possible inclusion in the omnibus package.
