The Fiscal Review Committee on March 23 approved the Tennessee Department of Correction’s proposed five‑year contract with Buford Satellite Systems to consolidate satellite television service across correctional facilities, a deal TDOC officials said avoids costs tied to re‑installing equipment.
Ashley Fuquay, TDOC legislative director, said the contract would begin May 1, 2026, carry an annual cost of about $496,598 and an estimated maximum liability of roughly $2.5 million to cover statewide service and integration. "This is seeking just to put it under the one contract that, again, is still with the same provider," Fuquay told the committee.
Representative Bridal pressed TDOC on procurement choices and service delivery. "So why wouldn't we rebid it again?" she asked, pressing whether competitors had been solicited and whether alternative vendors could offer similar installation terms. She also sought clarity on how television privileges are delivered to inmates: "Generally, is that in group settings? Does this cable go into individual cells or not?"
Cammie Howard, TDOC director of procurement, responded that the agency ran competitive solicitations in 2021–22 and Buford was on the bidder list and consistently offered the lowest price. Howard said the vendor previously installed the facility infrastructure ("we have almost close to 10,000 drops across all of our facilities") and argued consolidation avoids the expense and disruption of a new vendor replacing equipment.
Despite the questions, the committee moved and approved the contract by voice vote.
Next steps: TDOC may proceed with the contract as approved; the committee did not require a roll‑call vote or additional conditions on rebidding.
