Rep. Matt Moonen (Portland) introduced LD 1004 at the March 18 meeting of the Joint Standing Committee on State and Local Government, describing it as a procedural bill that adjusts implementation and reporting dates for a group of laws that were passed last year but held by the governor and later became law.
Moonen said some statutes include report deadlines timed for a prior effective date and that agencies cannot meet those original deadlines. The bill would typically advance affected deadlines roughly one year to align with the laws' current effective dates and would not change substantive policy in the underlying statutes. "This bill does not seek to make any policy changes to the legislation nor does it seek to pass any judgment on the legislation that was passed last year," Moonen told the committee.
Moonen said staff worked with sponsors across parties and with the committee analyst to craft the adjustments; he asked that the committee hold a work session the following day when the analyst who drafted the language would be available for technical questions. Committee staff confirmed that the proposed adjustments cover nearly 20 bills and that, where legislative follow-up was required, those actions could be scheduled in the first year of the 130th Legislature.
Rep. Will Toole asked whether the chief executive's office had been consulted; Moonen said he had not spoken with the governor’s office and that staff had not confirmed support but expected the adjustments would be consistent with the governor allowing the bills to become law.
The committee scheduled a work session for LD 1004 for the following day so the analyst could walk members through the specific deadline shifts. The public hearing was closed and the committee adjourned.
