Senator Champion presented Senate File 4076 to support 180 Degrees’ job‑readiness work for youth ages 16–24 who are experiencing or at risk of homelessness, framing the investment as a workforce and stability strategy rather than a social service alone.
Dan Farr, president and CEO of 180 Degrees, described the organization’s 50‑year history, its shelters in Saint Cloud, Rochester, Saint Paul and Chanhassen, and the plan to use funds to sponsor job coaches across the organization. Farr said the program served more than 42 counties last year and that integrated services—shelter plus employment coaching—help young people become reliable employees.
Scott Vinter Lewis, a 15‑year‑old program participant, told the committee the program increased his confidence and gave him skills (baking among them) and horizons for future careers. Committee members praised the program’s approach; Senator Nelson and others noted the local shelter visits and impacts. Senate File 4076 was laid over for possible inclusion so the committee can review packet materials and funding details.
