The Muncie Redevelopment Commission on March 19 approved four facade grant reimbursement awards from the 2026 allotment totaling $44,872.
Commissioner Bishop read the applications recommended by the facade committee: Jessica Snow, 704 East Washington, total project cost $22,149 (50% match $11,074.50); Bruce Rector, 727 North Elm, project cost $26,270 (match $13,135); Dogtown LLC, 649651 North Jefferson, project cost $34,500 (match $17,250); and Tefra Land Company, 649 North Madison, project cost $6,825 (match $3,412.50). The committee noted the four applications together total $44,872 from the 2026 allotment.
Applicant Jessica Snow addressed the commission during public comment, identifying herself as the homeowner at 704 East Washington and asking that the commission approve funds soon so work can begin. "I've been waiting several months for quorum," Snow said, and asked whether she would be reimbursed promptly after submitting invoices.
Commissioner Bishop (reading staff guidance) explained the program is a reimbursement grant: "the funds aren't provided up front," Bishop said. "Once work is completed and invoices are submitted, then reimbursement can be made."
A motion to approve all four applications was made and seconded; roll-call votes recorded yes from Mister Bishop, Mister Rollins and Mister Miller. The commission recorded the outcome as approved, 3-0.
The grants approved are reimbursement awards; applicants will need to complete the work and submit invoices for the housing-related facade improvements before receiving payment. The commission did not record any amendments or conditions on the awards during the meeting.
