Duchesne County Commission approves easement, grant and property purchase; reviews $1.4 million in vouchers

The Duchesne County Commission, meeting in Duchesne on March 9, 2026, approved multiple routine actions and reviewed departmental reports.

Commissioner Tracy Killian moved to buy an easement near the Roosevelt Road shed from Jay Bolton for the assessed value of $15,000; Commissioner Jeff Chugg seconded and the motion passed with Commissioners Killian, Chugg and Chairman Greg Miles voting aye. Public Works Director Mike Casper had described the agreement to the commission prior to the vote.

The commission approved a Main Street Matching Grant for Forever and Always LLC in the amount of $7,500 after Economic Development Director Deborah Herron presented the application and photos of the completed improvements; the motion was made by Commissioner Jeff Chugg, seconded by Commissioner Tracy Killian, and passed unanimously.

Treasurer Stephen Potter asked the commission to apportion past-due taxes on a parcel undergoing a lot split so buyer Brett Kettle could pay the back taxes on the purchased parcel. Commissioner Tracy Killian moved to approve the apportionment and authorize the Treasurer to sign the plat; Commissioner Jeff Chugg seconded and the motion passed unanimously.

During a closed session to discuss real property and pending or reasonably imminent litigation, the commission approved the purchase of property to widen Pole Line Road for $30,000. Commissioner Jeff Chugg moved for approval, Commissioner Tracy Killian seconded, and the motion passed with all three votes recorded as aye.

The commission also approved payroll for the period ending Feb. 28, 2026 (239 employees paid) and approved vouchers presented by Deputy Clerk-Auditor Oaklee Larsen (check numbers 172198–172288) totaling $1,400,116.65; both votes were unanimous.
