Cache County Buildings and Grounds proposed replacing a contracted cleaning service with a full-time building custodian supervisor to oversee custodians across county facilities, prompting committee scrutiny about costs, deployment and promotion of existing staff.
Amy Adams, director of personnel management, described the position and noted the market rate, saying the highest pay for the role would be $24.25 per hour. She said the supervisor would oversee about six custodians across the complex and the senior center and would fill in when staff need time off.
Why it matters: the move would shift work from contractors to county-paid staff and change where payroll and benefits are borne. Staff estimated an initial $11,000 from the general fund and $47,100 from the municipal services fund balance to fund the position, with ongoing costs estimated at roughly $82,000 annually.
Committee concerns and options
- Members asked whether existing custodians could be promoted or reassigned rather than hiring a new FTE; Adams said current custodians would be allowed to apply but internal promotion rules require a posting.
- The committee requested more detailed cost comparisons between contracting and hiring, including benefits and long-term costs, and asked staff to return with clearer vendor and contract history and any estimated savings.
- The committee agreed to hold the position request pending additional information and follow-up with department manager Matt Phillips.

Next steps
Staff will provide a more detailed comparative analysis of the contractor arrangement versus adding a county FTE and clarify where the position would be based and which custodians would report to the supervisor.
