Kendra Annon, Cloud County’s Home Health Administrator, told the Board of Commissioners on March 9 that county Home Health services ran at a significant loss in 2025 and that the county is considering whether to discontinue the program.
Annon presented a prepared report that, she said, showed the county could have collected at least $32,067 in additional revenue had it staffed a second registered nurse (RN) rather than relying on a licensed practical nurse (LPN) for patient services. "At a minimum, the County could have collected $32,067 if we had a second RN versus using an LPN for patient services," Annon said.
Annon told commissioners that discontinuing Home Health would require proper notice to Medicare and the Centers for Medicare & Medicaid Services and that the county would need to identify another agency to take over care for current clients. She also reminded the board that the county recently signed a three-year contract with Brightree.
Two Home Health aides, Grace Tracy and Lois Tracy, were present for the discussion and participated in the presentation of the department’s status and staffing concerns. County officials said they have received reports indicating substantial losses for 2025 but that the board had made no decision on closure.
The board did not vote on program closure at the March 9 meeting. Commissioners indicated the discussion will continue as staff provides further financial detail and as the county considers notice requirements and client transition options.
Next steps: staff will provide additional financial detail and procedural requirements for any service change; no timetable for a final decision was announced at the March 9 meeting.
