During the March 20 meeting the commission heard public comments from Jacqueline Harrington, Peter Hunt and Theresa ("Stormy") Hayes about police practices and oversight.
Jacqueline Harrington said she previously complained about an investigation involving her home and an elderly spouse, criticized the handling by an officer she named as 'Officer Smith,' and said deeds filed in property records tied to the underlying transaction were later found invalid by the secretary of state. Harrington said both she and Don Grant were arrested after the investigation and provided case information, including "case number D1DC303411," and two complaint filing numbers she said had been closed without investigation. She asked the commission to examine how the matter was handled and the parties involved.
Peter Hunt, speaking for ADUC, followed with suggestions about APD general orders related to ICE coordination; he praised new documentation requirements but said the order’s sequence—allowing an officer to contact ICE before consulting command—could undermine community trust.
Theresa Hayes described multiple arrests she said were wrongful, alleged constitutional and civil violations and said she has multiple pending civil claims and criminal complaints filed with APD and APO. The Chair and APO staff asked commenters whether they had filed complaints with APO/APD and encouraged them to provide case numbers so staff could track the filings; APO staff indicated one of the public reporters may be part of an open investigation that could require a closed‑session briefing later.
APO said it will track the filings the speakers referenced and that any status updates on open investigations would need to follow closed‑session rules where applicable. Commissioners requested a future agenda briefing from APO about the complaints raised by the public speakers so the commission can confirm status and follow up as appropriate.
