The Willard City Planning Commission reviewed a continued conditional use permit application on March 19 for a welding shop at 432 North Main (Parcel 02-046-0086), filed for March 7, 2024 and previously continued from March 5, 2026.
Staff described conditions for commercial use, saying the powder-coating booth must have a separator to collect debris and hazardous material so it does not enter the city sewer, and that the building must meet commercial standards for parking and ADA accessibility. Staff also noted ongoing compliance with city and state codes would be required for the applicant and any successors.
Applicant Matthew Francom said much of the site is used for material storage and that "there is a bit of a mess that will be cleaned up"; he acknowledged pallets and other materials left over from winter and said he plans to clean the site. Francom said he had spent "thousands of dollars to make my approach and my shop and everything" and described an unapproved approach to the property that requires a culvert and additional DOT work before he can use it.
Commissioners questioned how much of the parcel would be used for the commercial operation versus the applicant's residence, asked about fencing and corrals on the residential portion, and pressed whether storage would be properly contained. The applicant said he expects to clean up the site but also noted that "there's gonna always be a little bit of something around."
