Because the municipality's original adopting resolution did not include language allowing FEMA to make technical revisions without readoption, Warner asked the council to readopt the plan to incorporate FEMA's edits and preserve eligibility for FEMA funding.
Town Attorney Nathan Bracken and Warner noted that the Copperton annex had been shared with the council and that the changes were limited; the full document of roughly 400–600 pages was not redistributed. Council Member Jonathan Pratt asked whether there was a deadline; Warner said the jurisdiction must adopt the plan by the end of the calendar year to remain eligible for FEMA programs unless it creates its own plan. Pratt expressed a desire to fully understand the changes and abstained from the vote. Council Member Tessa Stitzer moved to approve Resolution R2026‑03; Council Member Kathleen Bailey seconded. The motion carried 4‑0 with Pratt abstaining.
Warner offered to provide additional materials or one‑page summaries to council members and to meet individually to review any concerns. Adoption of the updated plan allows Copperton to maintain grant eligibility tied to FEMA mitigation programs.
