Consent agenda: Council Member Tessa Stitzer moved and Council Member Linda McCalmon seconded approval of the January 21, 2026 meeting minutes; the motion passed 5‑0. Council Member Kathleen Bailey moved and Council Member Jonathan Pratt seconded approval of fiscal consent items—including $3,819.50 in January legal fees and other listed expenditures—and the motion passed 5‑0.
Finance workshop: After discussion with Municipal Services District staff about proposed finance committees, the council agreed the topic would be better handled by the full council during regular workshops. Council Member Tessa Stitzer moved to include finance and budget discussions as a recurring workshop agenda item until the MSD board presents a budget; Council Member Linda McCalmon seconded and the motion passed 5‑0.
