City Engineer Thomas Marno recommended that council award the East Downtown Phase 1 bid to Falcon Construction, the lowest qualified bidder at approximately $876,875.
Marno said the project, identified in the adopted 2019 capital improvement program and funded through the project’s CAP tax, covers Laux and Werk streets between Main and Gould and the alley between them. The scope includes replacement and relocation of a cast-iron water main to PVC, sanitary sewer adjustments, full road reconstruction (regrading, curb and gutter), sidewalk repairs, detectable warning panels and flared ends for ADA compliance, and drainage and beautification improvements.
Marno told council the project area was not included in the earlier Main Street project and has identified drainage concerns that this work will address. He said Falcon Construction is based in Gillette, provided appropriate performance bonds and bid documentation, and was recommended by the city’s engineering consultant. Council members asked whether the domed sections of road will be eliminated (Marno: yes, through full reconstruction) and whether Falcon is local (Marno: regional firm out of Gillette); staff said bid reviews accounted for differences in scope and contractors’ existing workloads.
Staff will present a formal award recommendation at the next council meeting for action; no final contract was approved during the study session.
