The Hancock County Finance, Fees and Salaries committee approved several administrative measures March 12, including surplus-bid acceptances, a credit card for the public defender's office and routine claims, and staff updates on health plans, collections and election equipment.
At 9:28 a.m. the committee opened bids for bicentennial banners and two bookcases. Luella Spees bid $10 for a banner and $100 for two bookcases; Robert and Janet Steinman bid $108.53 for a banner. Harry Douglas moved to approve the banner bids (seconded by Dennis Castlebury), and Douglas moved separately to approve the bookcase bid (seconded by Joe Boyles). Both motions were approved by the members present.
Joe Boyles moved and Alex Blythe seconded approval of a credit card for the public defender's office with a $5,000 limit; a roll call vote recorded every present member voting yes. The committee also approved all claims except the Kendall Beals storage claim on a motion by Alex Blythe, seconded by Harry Douglas; the roll call was unanimous.
Staff reported other routine business: Keith Krohe of Mutual Medical circulated health-plan cost comparisons and said claims are $66,000 so far this year. Keara Weber reported collections improved by about $20,000 from the prior month, that e-citation would go live in roughly three weeks, and requested internet cabling for the circuit clerk's office to be paid from the court security fund. Kris Pilkington said the state overpaid the county for video gaming and a former employee agreed to repay $1,353.24 at $50 per month. Holly Wilde-Tillman reported that ES&S tested voting equipment, finding issues with three DS200s and one ExpressVote; she said Conrad fixed all but one machine and that early voting turnout was slow and the office was short nine judges.
The committee discussed that new copiers are currently being paid from IT's budget and that the county is incurring per-copy charges; staff asked the treasurer's office to handle reimbursement. The board voted to recess until April 9 and adjourned at 11:12 a.m.
No ordinances or budget amendments were adopted at the meeting; the actions recorded were administrative approvals and routine updates.
