Sponsors emphasized the change would not alter scope of practice or board oversight and would preserve patient-safety standards.
Industry witnesses — licensed aestheticians, educators and regulatory counsel — described how many existing medical-spa practices in Colorado are already nonphysician-owned or operate in “gray areas” and urged a clear legal path for ownership. Witnesses and sponsors agreed to continue conversations with the Division of Professions & Occupations and physician groups. Sponsors asked to lay the bill over to make technical changes and to work with physician stakeholders; the committee agreed and laid HB12-49 over for future consideration.
