One supervisor acknowledged ongoing negotiation and said Orange County Fire Authority had raised additional requests but was not present for the vote; the board confirmed that the fire authority remained eligible to apply and bid on the contract. The board moved, amended, seconded and approved the resolution as amended; the meeting record shows the motion carried unanimously.
