Council members discussed the status of the Mud Lake (RQW) project and coordination among the council, commissioners, the Indiana Department of Natural Resources (DNR) and the engineering firms involved.
A council member (speaker 2) urged convening a joint Teams meeting with DNR and the engineering contractor to answer outstanding technical questions and to allow the council to hear directly from all parties. Two proposed dates were floated (March 30 and March 31) to maximize participation. Members emphasized statutory advertising periods and DLGF posting timelines for any appropriation or vote; one member noted the need for 10- to 15-day notices in some cases and the practical limits on approving an appropriation without proper advertising.
After debate about whether the written materials and final numbers were available, one council member moved to pull the pending additional appropriation until a joint meeting could be held and the endgame and costs clarified. The motion to pull passed; staff were directed to reach out to DNR and the engineering firm to schedule a meeting and to circulate materials to council and commissioners ahead of the next county council meeting. The clerk noted that if a decision is made at the joint meeting it could still require re-advertisement depending on DLGF deadlines.
What happens next: staff will contact DNR and the engineering firm to propose meeting dates, advertise the meeting(s) and bring clarified cost and scope details back to the council. The pulled appropriation will remain off the council agenda until the joint meeting and any required advertising windows are complete.
