Fulton County approves BFJRA board expansion and authorizes police appointments; Craig Cutchall named to authority

The Fulton County Board of Commissioners unanimously approved two resolutions to amend the Bedford Fulton Joint Recreational Authority's (BFJRA) articles of incorporation and appointed a new member to the authority.

At the Dec. 30 meeting, representatives Matthew Wakefield, Paul Johnston and Eric Weisbrod met with the commissioners to request changes. Commissioner Steven L. Wible moved to adopt Resolution 9 of 2025 to increase the number of BFJRA board members; the motion passed unanimously. Wible then moved to adopt Resolution 10 of 2025 to authorize the authority to appoint police officers who "will have the same rights as other police officers in the Commonwealth with respect to the property of said Authority." That motion also passed unanimously.

Following the resolutions, Commissioner Wible moved to appoint Craig Cutchall to a one-year term on the BFJRA board, with the term expiring Jan. 3, 2027; the appointment was approved unanimously.

The actions change BFJRA governance by increasing board size and by explicitly granting the authority power to appoint officers with the same property-related rights as other Commonwealth police officers. The resolutions and the appointment were recorded as motions and carried without recorded opposition.

Next steps: the amended articles will be filed as authorized by the resolutions and the BFJRA will implement the board expansion and the officer-appointment provisions in accordance with the approved amendments.
