Senator Rauscher sponsors bill to correct Jonesville Public Use Area boundary; committee sets amendment deadline

Senator George Rauscher opened the first hearing on SB230 by describing the Jonesville Public Use Area and the history of reclamation and unmanaged recreation at the site. “One piece of state land that was accidentally left off the survey … contains part of the cleared, gravel parking area, and is closer to private land and houses than the bulk of the already included Jonesville public use area and must also be managed,” Rauscher said, noting the omission creates public‑safety concerns for nearby homeowners.

Isabelle Ortez, staff for the sponsor, read the sectional amending AS 41.23.0286 to update the Jonesville boundary description and to provide an immediate effective date. Chris Spitzer, former chair of the Sutton Community Council and a member of the Jonesville management planning committee, testified in support and said the technical boundary clarification “helps make sure higher risk activities stay further away from the homes while still preserving public’s ability to use the area.”

Committee members asked detailed questions about map detail A vs. detail B (which parcels are added or removed), whether Mat‑Su Borough land was incorrectly included, and whether DNR surveyors had confirmed the legal description. Christy Collas said DNR surveyors had checked the legal descriptions multiple times and were confident they were correct.

Chair Giesel closed public testimony (none present) and set an amendment deadline of Friday at 5 p.m.; the bill was set aside for later consideration.

What’s next: Sponsor and DNR will address any comments and proposed amendments ahead of the amendment deadline; the committee requested a Mat‑Su Borough response explaining why a parcel was included or omitted if that material becomes available.
