Council members briefed the council on work by the water-wastewater rates committee and said staff and committee members need more time to refine rate proposals and financial models.
The committee, formed to examine water and wastewater needs and rate structures, told council it has examined current revenue versus projected infrastructure needs and concluded the packet materials on the agenda should not yet be relied upon. Members said wastewater capacity and future capital requirements remain the most significant long-term concerns. Committee representatives asked staff to present clearer exhibits that include current rates alongside proposed rates so residents and councilmembers can compare impacts for typical customers.
Why it matters: Fulshear is confronting infrastructure and growth-driven costs; any future rate changes would affect household utility bills and the city budget. Committee members said they will continue biweekly meetings until the special council meeting and asked staff to produce more concrete models and exhibits for review.
Council did not act on rates at the March 17 meeting; staff will return with refined options for the councils consideration.
