Stafford MSD reports high CCMR, large 'not found' postsecondary cohort and campus incident counts

At a public hearing on March 16, district staff presented the annual TAPR (Texas Academic Performance Report) summary for the 2023-24 reporting cycle, including subgroup performance, graduation rates and postsecondary follow-up.

Dr. Almas reviewed STAAR results (reading roughly stable, a drop in math 'approaches' in some groups, and growth in science/meets/masters in other areas) and demographic comparisons. He told trustees that the district's CCMR (college, career and military readiness) numbers have climbed and that a recent calculation shows a 99% CCMR for a cohort that will be reflected in next year's TAPR accounting.

Trustees focused on the large number of graduates categorized as 'not trackable' or 'not found' in the higher-education follow-up. Administrators said that the district relies on data from the Texas Higher Education Coordinating Board (via the Texas Education Agency) and does not receive the underlying student-level lists that would explain whether students went out of state, joined the military, or chose the workforce. The district suggested possible K-16 or alumni outreach strategies to improve tracking.

Board members also asked about reported violent or criminal incidents on campuses. Administrators explained that discipline categories are entered by campus staff using state-required reason codes; the same behavior code may be reported differently across age groups (for example, "inappropriate touching" at an early childhood center can be coded as assault for older students). Legal and privacy constraints limit how much detail the district can release about individual incidents.

Trustees asked for follow-up reporting that would: (1) explain the composition of the 'not found' category to the degree allowed by law; (2) provide longitudinal context on GPAs and CCMR distribution across subgroups; and (3) clarify the district's approach to tracking military-bound students as TEA/DOD data sharing evolves.

Administrators said the TAPR materials and campus-level reports would be posted online in the coming days and that the district will explore alumni/K-16 outreach models to improve follow-up rates.
