The Stewart County Board of Commissioners on Feb. 10 unanimously approved submitting a Georgia Transportation Infrastructure Bank application for Carter Spur Road and advanced a resolution to establish a county water authority, pending legal advertisement.
Chairwoman Arcola Scott presided over the meeting at the Stewart County Courthouse. County Manager Mac Moye presented details on the proposed 2026 GTIB project for Carter Spur Road; Commissioner Joe Lee Williams moved to approve submitting the project application and Vice‑Chair Thomas Mayo seconded. The board voted unanimously to approve the submission.
The decision puts the county on the record seeking GTIB consideration for Carter Spur Road, a step the commission said could position the project for state-supported financing if the application succeeds.
The commission also approved a resolution adopting a Water Authority Charter after Chairwoman Scott moved the measure and Commissioner Tyrone Nelson seconded; the commission instructed staff to advertise the resolution in the local newspaper as required before final enactment.
In routine business, the board accepted the January 2026 financial reports on a motion from Commissioner Joe Lee Williams that Commissioner Tyrone Nelson seconded. Public Safety Administrator Greg Stewart presented the January EMS report and the board approved accepting a bid from Cobb Heating & Air for $11,460.00 to install a gas heater in a new bay after a motion from Commissioner Tyrone Nelson and a second from Vice‑Chair Thomas Mayo. The commission also authorized repairing a backhoe engine/control unit at a cost of $2,214.51, as reported by County Manager Mac Moye.
During public appearances, Cassie Young of the UGA Stewart County Extension Office introduced Emily Stewart as the new 4‑H program assistant. Blaine Hoskins of RVRC briefed commissioners on the upcoming comprehensive plan process and public engagement schedule.
The commission unanimously authorized Chief Stewart to search for a lightly used firetruck for the county’s new fire station; no purchase was approved at the meeting. County Manager Mac Moye and County Attorney Bin Minter provided routine reports covering county operations and legal matters for the period Jan. 14–Feb. 10, 2026. The meeting adjourned at 5:35 PM.
The board took no votes to purchase the firetruck or adopt the water authority resolution that would take effect only after required advertisement and further steps.
