Panel approves advisory board to give families of incarcerated people a formal voice

Senator Hatcher sponsored legislation creating a Families of Incarcerated Individuals Advisory Board designed to provide families with a formal channel to report safety concerns, improve communication and advise on reentry and safety-focused reforms. In presenting the bill the sponsor said Tennessee prisons have "alarmingly high death rates" and told the committee that "since January, we have had 35 deaths in the prisons at this time." Supporters said the board would restore trust, create public accountability and structure family input.

Committee members voiced support and personal experience with relatives reporting extortion and threats inside facilities; Senator Jackson described frequent constituent contacts from relatives who have had to provide money to protect incarcerated loved ones. The amendment that made the bill removed a provision for a dedicated employee for the board; sponsors said that change was intentional and the measure was passed by the committee (9 ayes) and sent to the calendar.
