Senator Zumba, the senator from Delaware, told the chamber that House File 2485 (substituted for Senate File 2408) clarifies that a licensed dealer engaged in remote vehicle sales is not required to hold a paper title so long as the title is accessible electronically and disclosed to the buyer, and that electronic signatures may be used consistent with state and federal law.
"This bill also allows electronic signatures to be utilized to sign vehicle titles in accordance with state and federal laws," Senator Zumba said during opening remarks. He asked unanimous consent to substitute House File 2485 for Senate File 2408; hearing no objections, the substitution was ordered.
Senator Zumba moved that House File 2485 be read for the final time and placed on its passage. The secretary read the bill, a roll-call vote was taken and the chair announced 41 ayes and 2 nays; the bill was declared to have passed the Senate. Senator Zumba then asked to withdraw the previously filed Senate File 2408.
The bill will be messaged to the governor as ordered by the Senate.
