Committee advances several memorials and bills, including measures on wolves, property ownership and parentage law

The Senate Federalism and Law Committee on March 12 moved several additional items on its calendar.

HCM 2006, a memorial urging congressional reform of the Endangered Species Act and the Migratory Bird Conservation Act to reduce regulatory impacts on western ranchers, was presented by Tatum and supported by Representative Lupe Diaz, who cited rancher losses and argued wolf populations have recovered in some areas. Committee members asked about carrying capacity and agency counts; after discussion the committee passed the memorial by a 4–3 vote.

House Bill 4042, which modifies the standard for termination of a parent‑child relationship to require service on a potential father within 30 days for paternity actions, was presented and passed with no public testimony; the committee approved the bill by voice vote (reported as 7 ayes, 0 nays).

HCM 2005 requested that Congress consider restricting foreign governments (described in the memorial as those operating under 'communist or authoritarian systems') from owning U.S. real property and directing the secretary of state to transmit the memorial to Arizona's congressional delegation. Representative Gail Griffin presented the memorial and the committee gave it a due‑pass recommendation following brief discussion.
