The Planning Commission reviewed options to strengthen greenspace and amenity requirements for higher-density housing and discussed a specific private development proposal on 200 West.
Commissioner Desiree Funk had proposed increasing greenspace or amenity requirements—one suggestion was setting a minimum that is 10% higher than existing standards. Commissioners and staff discussed alternatives including a sliding scale tied to unit count, distance from city parks, density caps for R4 and commercial zones, and design standards. No final requirement was adopted.
Planner Megan Spurling said she and City Engineer Bryan Kimball discussed the 200 West project with the applicant; the applicant agreed to move amenities to a central area and to add a second amenity location. The minutes note that converting duplexes to condos triggers a code requirement for one covered parking space per condo, but the planning commission has authority to waive that requirement; commissioners discussed documenting any waiver and the possible trade-off of losing an amenity to provide covered parking. Public attendee Heather Harward called the additional amenity locations a “great compromise.”
No formal code change or waiver was recorded at the meeting; the item remains under staff and applicant negotiation.
